With over 30 years professional experience in PPP infrastructure and project management, Savio has a deep domain expertise and experience working directly for public sector PPP procurement agency, subsequently financial and transaction advisory, and with major PPP developers and equity investors.

Savio has strong experience in PPP bid and procurement leadership, options analysis, transaction and financial advisory, financial structuring, debt underwriting and arranging, equity investment appraisal and project finance.

Savio also led the procurement of several PPP projects starting with Infrastructure Ontario through to advising and guiding ministries and procurement authorities here in the GCC including evaluation, structuring and launching their PPP programs and projects.

Finally, Savio has spent an invaluable 12 years of his career working with international developers, leading the origination teams, both regionally and internationally, and closing some of the largest PPP transactions in North America.

• Led Engie Solutions commercial team to bid and close various PPA and PPP transactions in the UAE and KSA such as:
– Abu Dhabi Street Lighting PPP Project – Abu Dhabi – UAE
– Dubai Mall Solar PV – Dubai – UAE
• Senior transaction advisor with EY and successfully led the following engagements:
– Financial Advisor to Oman’s Projects Planning Committee to develop a framework for evaluating and prioritizing the pipeline of capital projects and identifying PPP candidate projects
– Financial Advisor to Barwa Real Estate for Qatar wave 2 Schools project
– Financial Advisor on CCGT & Solar PV Kahramaa IPP, Qatar
• As Senior Director with EllisDon Capital Savio successfully led bids and closed major Rail and healthcare projects such as:
– Oakville Trafalgar Memorial Hospital P3
– Eglinton Light Rail P3 Toronto
• As a Procurement Director for Infrastructure Ontario, Savio was responsible for the following projects from business case to financial close and ongoing monitoring:
